Issue description

Some time we are getting this warning on ContainerAppSystemLogs_CL

Error creating: Internal error occurred: failed calling webhook "aks-webhook-admission-controller.azmk8s.io": failed to call webhook: Post "https://localhost:8443/mutate-pods?timeout=10s": EOF

These are very transient. They come sometime as a warning but it doesn't impact provisioning any issues in general.

Expected behavior This warning shouldn't come.

Actual behavior The above warnings came.

Additional context

This errors are reported on AppInsights when we are deploying the new revision or the containers are scaling up based on keda scalers.

@howang-ms I am encountering a similar error message in all our AKS clusters.
