Users/mericstam/update terraform task node10 #1004

Updated to node 10 on tasks: TerraformInstaller, TerraformTaskV1 and TerraformTaskV2. closes #1000, closes #1001, closes #1003

Any update when these new changes get updated so that this https://github.com/microsoft/azure-pipelines-extensions/issues/1001 issue gets resolved?

This seems to have caused #1006 which appears to be a hard stop on anything but Linux build agents
