Fix CI #117

Update the test to be a valid Pipelines file, and upgrade CI to use npm@7/npm ci.

CI is going to be "broken" because of language-server's dependency on an unreleased version of language-service, and I'm really not in the mood to work through what's needed to correctly fix it at the moment. Tests will work locally as long as you link language-service to language-server.
