Ubuntu 20.04 cannot be selected as a base image in Pipelines Build Machine Image task #15521

Issue Description

Ubuntu 20.04 was released over a year and a half ago and it still is not available in: Releases->Tasks->Build Machine Image->Auto Generated Packer Template->Gallery Image

The Ubuntu version available to be selected as an image are 14.04.4, 16.04, and 18.04

Ubuntu 20.04 image is available elsewhere on Azure, I needs to be added as a selectable option for machine images

20.04 was released nearly two years ago, 22.04 will be released in the coming months. 18.04 is getting outdated, can we please get an update to packer templates to modernize Ubuntu releases.
