Please fix your github actions bot to only mark issues as stale and attempt to close them when the reporting user(s) have abandoned an issue #16707

No contributor or maintainer has responded in the issue in an attempt to assist or resolve. The only activity visible from human contributors or maintainers is @chshrikh assigning it to @bishal-pdMSFT and tagging it in the middle of last year. Yet the github actions bot wants to close the issue.

Please fix the configuration so the bot will operate in a responsible and ethical manner and only close issues where the maintainer has responded with either a question or other statement that attempts to assist the OP, and the OP and others that share the same concern reported have not responded in the time frame given.
