Jumpstart Arc-enabled SQL Server - change server edition to allow use of performance metrics #2305

Is your feature request related to a problem? Please describe. I would like to trial the new (/preview) SQL performance monitoring capabilities of Arc connected SQL Server, however the SQL Server Developer Edition is not supported by this Arc feature. Can Jumpstart switch to using SQL Server Standard Edition instead? Unclear on licensing implications for this in a dev/test scenario.

Describe the solution you'd like. Make Jumpstart provision SQL Server Standard Edition instead of Developer Edition so that I can trial Arc-enabled SQL Server performance monitoring.
