AZD change - Have to provide default values for parameters #2459

Is your issue related to a Jumpstart scenario, ArcBox, HCIBox, or Agora? ArcBox, Agora, AIO scenario

Describe the issue or the bug AZD prompts for all parameters that don't have a default value

To Reproduce Deploy using azd

Expected behavior new prompts except for windowsAdminPassword
