GitHub Action Version Updates

This pull request updates several dependencies in the GitHub Actions workflow for the OpenAI app to ensure compatibility and leverage new features. The most important changes include updating the versions of actions used for downloading artifacts, logging into Azure, running Azure CLI scripts, and deploying to Azure Web Apps.
