Extension is failing to start on Ubuntu, with python error message

The PostgreSQL extension is failing to start for me on Ubuntu 20.04.

"Starting pgsql service" stays in the status bar, and the following shows up in the output tab:

This may make the debugger miss breakpoints in the standard library.
