Use ads service donwloader instead of private version

The unzipping not working on the mac was due to dependency issue on 'tar' library. Removing old library that is not in use to resolve the issue.

Fixes microsoft/azuredatastudio-postgresql#429

More changes include

• unifying offline packaging into one command, no need for different host building different packages.
• release ubuntu 22 (latest ubuntu version) and general Linux
