Azure account credentials refresh button hard to see #11964

Steps to Reproduce:

  1. Azure account credentials need to be refreshed with warning icon
  2. User opens Azure account and selects account that needs to be refreshed so that it is highlighted in blue.
  3. When user attempts to click refresh button, it is very hard to see due to similar shade of blue.

We should either update the icon color with UX, update the highlighting color, or find some way to make refresh button easier to see. This came up from Azure Arc data controller deployment bug bash.

Discussed this issue with Cheena, in the account dialog the refresh icon should be correctly color themed, and in the connection dialog under the account picker the refresh account should be correctly color themed as well. (currently it is blue)
