Results pane tooltips mispositioned #22262

Issue Type: Bug

Hover over the icons on the right of the Results pane and the tip is below the icon and the cursor obsures the text. Need to move the tooltip to above the icon(s).

took a quick look and here we are using the native chrome tooltip by setting the title attribute. custom tooltip needs to be implemented in order control the position of the tooltip.
