Opening Jupyter Book folder should take you to the Jupyter book view. #9396

Currently, if you open a Jupyter book folder via File > Open Folder, you will stay in the same view, even if it is the welcome screen. Someone then has to know to click on the notebook icon to actually view it in its proper form. Otherwise they may end up opening the file view and not getting the proper experience.
