Karpenter support in AKS #6998

Release support for Karpenter on the Azure Linux node in AKS.

I am publishing AzureLinux node images to the official AKS Community image gallery, and added support for consuming those node images in karpenter in that PR

@oaljoundi support has been added and merged. It will ship out in the next AKS Node AutoProvisioning release, or you can use self hosted karpenter to run it right at this moment.
