Adding docs for a bedrock cli quickstart #1426

Adding some docs to help users quick stand up an end to end scenario that uses Fabrikate and HLDs.

The doc has some TODOs in it that will be addressed in other issues.

Is service principal a required step. Will it be removed with MSI?

@jred55 For now yes. We need SP if we need to create the ACR or Storage Account for the user.

In the future we could create an MSI but it would still be a similar flow
