Updating AKS cluster is causing a recreation due to kube_dashboard being redefined. #1436

When performing an update to an AKS cluster that should be in place, the cluster is being recreated.

The cause is from kube_dashboard not being defined. The bug is within the azurerm provider, most likely. It is possible to mitigate this by setting a default value for kube_dashboard.
