[Docs] Weather skill now uses Azure maps as a weather provider but documentation assumes accuweather #225

The weather API was switched from AccuWeather to Azure Maps but the documentation was not updated.

We need to replace API onboarding to outline onboarding to Azure Maps as opposed to accuweather

@bobokids Great that we pivoted to Azure Maps, can we get the docs updated along with the ARM template to provision Azure Maps (as per PoI skill - we can copy/paste bits from that I suspect)
