Add trust anchor to trust list store #49

Adds the ability to add individual trust anchors to a local anchor trust list.

To test, from a fresh install, download the (zipped) msft root CA cert , add it as a trusted anchor ("Options" --> "Import X.509 cert"), and verify the bing creator image.
