Update profile guided optimization settings

The profile-guided optimization configuration for Calculator has not been updated in a long time. Updating it would benefit performance.

A partial list of things to be done:

Improve documentation to make it easier to update the profile data
Re-generate the profile data, since code in the app has changed a lot since it was last generated
Add PGD data for ARM64, in addition to x64 and x86
Update the PGO targets file to avoid using deprecated settings like /LTCG:PGUPDATE
The PGO NuGet package doesn't need both PGC and PGD files
Make it possible to produce an instrumented build from the CI pipeline
Consider whether we can automatically collect PGD data in the CI pipeline by running UI tests against the instrumented build
Consider using a source other than NuGet to host the PGD files, since using multiple upstream sources is discouraged

Note: Since PGO is being temporarily disabled, we won't migrate it for the C# Calculator codebase so far.
