[Bug]: There is seemingly no reason for the EmissionData.Location to be nullable #234

What happened?

Looking thought the code, it seems there is a bug in the contract, as Locationdoes not need to be nullable: https://github.com/microsoft/carbon-aware-sdk/blob/14ef3e71872f06e9ebc220e21154e4e5972b5073/src/GSF.CarbonAware/src/Models/EmissionsData.cs#L5
