Create a Ubuntu 16.04 VM, install the VSTS build agent.

Part of epic #242

[x] Az VM exists, build agents are installed and running.
[x] Place the IP address(es) of the agents in the appropriate TFVARS whilte list parameter

IP is 13.89.34.162 for the new VM
