As a consumer of project Cobalt, I want to consume a template that will quickly set up and configure all the dependencies needed to use that template. This should be done through Terraform
[ ] A new template exists in the infra/templates folder called cobalt-bootstrap (or whatever...) that provisions resources in Azure and Azure DevOps to get started with Cobalt. The example here is a good starting point
[ ] Documentation for the new template exists and describes how to use it, what it does, etc..., and what needs to follow (user stories should be created for implementing tests, for example)
