Adding TF bootstrap for Gitlab and corresponding CICD templates

There is no gitlab support

This change introduces support for the following:
- Template to bootstrap the initialization of Azure and Gitlab as to enable CICD out of the box
- CICD templates for deploying Terraform based IAC on Gitlab
