What are you trying to address

Add some additional detail and recommendations to our accessibility section. There is no related issue as far as I am aware.

Description of new changes

Moved the "Inclusive design" section up to be more prominent
Categorized some recommendations as tools vs practices for easier reading
Added a note re: accessibility testing that manual testing is a must (automated won't catch all issues)
Added a section on basic adjustments code/docs writers can make for more accessible code/writing
