Power Platform COE Starter Kit not working when Installing it using Power Platform Landing Zone Ref Implementation #4045

Describe the issue

Hi team we are using Reference Architecture and Landing Zones for Power Platform to setup Power Platform COE inside our organization. Expected Behavior

although the CoE Starter Kit is part of the Landing Zone template, the Landing Zone itself and it's implementation is not done by our team. For any issues with the Landing Zone please raise them here: https://github.com/microsoft/industry/issues for the team to take a look.
