[CoE Starter Kit - Feature]: CoE Core Enabled Learning Path

Today the Core Components gather inventory, usage and request environments. These components independent of the Nurture Components like Video Hub for providing a learning path.

While the independence makes the decision to install each component easy the video hub is not personalized to the user so that videos that are highlighted based on the inventory and usage data that has been collected in CoE Starter Kit Core.

Describe the solution you'd like

Provide the following:

1. Integrate the Video Hub into a common experience so that the user can be guided from learning to ideation and environment request to experiment with learnings and suggest new ideas.
2. Enhance the Video Hub application so that video content is highlighted based on administrator defined rules so that more relevant content is show to the user.
3. Provide a means for the Administrator to define the rules using the following:
   • Low Code Power Fx rules that return a ranking for the video so that the highest ranked content is visible to the user
   • Maker CoE Starter Kit context
   • Microsoft Entra related context - User, Security Group and Business Unit
   • Environment - Environments and the permissions that maker has access
