Hello the CoE Settings table was deleted a while ago. It appears you may have taken local dependencies to it. You will need to find the dependencies and clean them up.
Here is how to find dependencies in another table since I dont haev that one any more to show you:
@Jenefer-Monroe I have find the dependencies but unable to clean them up. could you please assist for the same.
Unfortunately I cannot assist here, the product seems to be unable to order the dependencies correctly and that is a product bug. With other bugs around dependencies we instruct people to clean up by manually removing the dependencies but this seems too big to do that.
You can try doing an Update instead of an Upgrade.

Yes it will. You are in an unknown state right now so you should try to resolve. My suggestion is that you try the upgrade again and this time chose Update
