Hello. Please boot the setup and upgrade wizard after every install or upgrade. It will walk you through turning on necessary flows and help you set all needed environment variables.

One of the environment variables you will see is one to make the environment a ProductionEnvironment. If you chose no then no mails will go to end users, all mails will go to the "Admin" group that you setup. Image

I'll included some more information about the setup wizard in a follow up response.

Regarding row level security for PBI and environment admins. Unfortunately we do not have such a thing implemented as it would not be possible for us to solve this generally for folks.

Many customers are using Power BI row level security rules to achieve what you're after, rules are then set up based on values in the tables - e.g. Member Firm A sees Environments A/B/C etc. https://learn.microsoft.com/en-us/power-bi/enterprise/service-admin-rls

Or you could implement it with the Row Level Security features of Dataverse using Modern Business Units. If you aren't familiar with the Security Model features of Dataverse, its a bit of a learning curve but amazing once you get past that. Here are some starter links https://learn.microsoft.com/power-platform/admin/wp-security-cds https://learn.microsoft.com/power-platform/admin/control-user-access

Use the setup wizard

Its highly recommended that you use the Setup Wizard to walk you through setup and upgrades. It will ensure all the new flows are turned on in the correct order, trigger things like population of the bookmarks screen and do other cleanup steps needed. You should do this both for upgrades and clean installs. To use it, first perform the import of the solution install or upgrade manually, then boot the app and walk through the screens. image image
