[CoE Starter Kit - Feature]: Pipelines for Power Platform Test Extensions

The problem is the need to extend the current pipelines to integrate Power Automate Cloud flows and Azure DevOps pipelines. This integration is necessary to establish gates, build processes, and a low-code approval process. Additionally, there is a need for a clear definition of what has changed and the results of tests to ensure the quality of changes.

Describe the solution you'd like

The feature request aims to build on the content from the CoE Kit Test Automation ALM architecture. The solution should consider:

• Integrating Power Automate Cloud flows with Azure DevOps pipelines to create a seamless process for deployment and testing.
• Establishing gated deployment with a low-code approval process to manage and review changes effectively.
• Providing a clear definition of what has changed in each deployment, along with the results of tests, to ensure the quality of changes.
• Demonstrating a local loop and CI/CD integrated test process to validate the development model across Development, Test, and Production environments.
• Storing internal solution assets in Azure DevOps Repository and integrating Native Source Control.
• Allowing team members to work independently while having a managed method to review and integrate changes.
