Bobjac/self delete client

This does the following:

move the self delete to the ClientApp hosted in the app service
uses mediator and background services to allow for continuation of deletion on restart
adds confirmation dialogue before calling delete from the ui
adds ability for the user to select if the installer should be auto-deleted during marketplace install
hides the delete command from the ui until the engine is healthy
