Specialist entry scroll list does not scroll correctly with touchscreen #370

In the request edit/create form, the dropdown specialist selection list does not reliably scroll correctly on touchscreen. Sometimes it only scrolls down. sometimes not at all. Sometimes it mostly works. It works better with 2 fingers than 1 finger.

This was observed on both integ and demo servers using windows touchscreen.

Also did not work correctly in various tablet emulation modes via chrome developer tools
