We believe that doing more to publicly recognize newcomers to our repos can encourage other newcomers to our repos. We've heard some anecdotal feedback that newcomers are discouraged because they see many respected leaders in the list of contributors, and don't feel they'd be welcome or encouraged. Stated differently, some have said they didn't "want to bother these leaders".
Our current hypothesis is that this is a perception problem, not a behavior problem with the repo maintainers. We'll continue discussing and formulate an experiment to try.
