Transparent planning #7

Hypothesis

We can increase inclusion and collaboration by making easier to see planning themes and bring the community into the process of theme selection

Experiment

Using .NET as an experiment. Enumerate opportunities and challenges of open theme development, aiming to build consensus within .NET team.

Talk to Typescript and VS Code to see what we can learn (if we didn't already)

Noted that Typescript post public 3 month iteration plans and 1 year roadmap (themes). The community does not have direct control, but does have input.

@richlander has been writing up some ideas.

@zkat looking into Github new Issues beta. Nuget currently uses Zenhub and this may allow them to remove that dependency.

@jamshedd is exploring this as part of defining the .NET 7.0 planning process. He's going to make other tickets here for other aspects of transparency.

@zkat - we don't have access to the issues beta yet (eg., in dotnet org). We're ready to try it as soon as they're ready.
