New schema for Labs E1-E6 #365

When TTK support is ready, move to the new manifest v19

Change schema version
Remove deprecated packageName property
Change copilotExtensions to copilotAgents
Change declarativeCopilots to declarativeAgents

ALSO add lab number to manifest and declarativeAgent.json solution files for E3-E6 for easy handling of multiple lab specific versions. Students who follow the instructions won't see these because they will have grown it from the E2 files.
