Reusable UAC flow (1 UAC, admin rights for all items in Windows Customization) #3013

This issue is meant to track the work necessary to unblock future features inside of Windows Customization that require elevation to be enabled. It should be the case that a user only needs to elevate once inside of WC and then can toggle any of the features that require UAC.
