Icons not consistently loading with URI protocol for winget packages #3152

Steps to reproduce the bug

  1. Win + R
  2. ms-devhome:add-apps-to-cart?WingetURIs="x-ms-winget://winget/Git.Git","x-ms-winget://winget/Microsoft.VisualStudioCode", "x-ms-winget://winget/JanDeDobbeleer.OhMyPosh"
  3. Works properly, but some of the icons inside of the cart did not load

Expected result

Icons are properly rendered in the cart.

Actual result

Icons some times do not render in the cart.

I also am seeing a mix of loading none and loading some icons, both in the shopping cart and in search results.
