Suggested new feature or improvement

Sometimes package caches take a while to be moved into the Dev Drive (NUGET for example). We should add a progress bar to communicate to the user that stuff is happening.

Scenario

I've gone to Dev Drive insights and see that it's suggested I move my package caches into a Dev Drive. After kicking off the migration, I should see a progress bar to indicate how far along it is.
