Suggested new feature or improvement

We should redesign this popup that tells users to enable Hyper-V. If they don't have interest in Hyper-V, this feels a bit jarring.

Scenario

If a user only has Dev Boxes and works in remote environments, having no interest in Hyper-V, we should at least make them aware the feature is supported, but not show it as an error dialog that appears consistently after relaunch.
