Accessibility Issue using narrator #3768

Steps to reproduce the bug

Enable narrator Observe narrator cursor when the widget updates, use an auto update widget like CPU widget to make the testing easier.

Expected result

Whenever a widget updates while the narrator is on, the narrator cursor should stay on the widget.

Actual result

Whenever a widget updates while the narrator is on, the narrator cursor behaves incorrectly. Instead of staying on the widget, the cursor moves to the DevHome menu.

We've had conversations in the past with the Widget team trying to solve this issue. It's an issue on the Windows Widget Board as well.
