Seems this error is caused when we are calling Kudu's rest api.

Azure function issue

It is a random issue on server side and currently low repro rate. Once the issue happens more frequently, we can start up detailed troubleshooting.

This issue is not cased by DevKit, it may be related with Azure stabilization.
