8 months ago FYI per a conversation with @letmaik in January, the Trust Over IP Foundation is continuing work on this specification through the X.509 VID Task Force, which I co-chair.

The proposal at https://github.com/spruceid/ssi/issues/117 looks closest to what we have here, so it might be worth joining forces to validate the spec and identify gaps.
Additionally, registering the method through a PR at https://github.com/w3c/did-spec-registries/ accompanied with a post to the CCG mailing list should also bring in more eyes.
