Separates and cleans up the Actions workflows into:

build.yml: builds and tests
publish.yml: publishes the node packages in conjunction with release-it
publish-pages.yml: publishes the GitHub Pages site on successful tag creation and push
patch.yml: deleted, since we use release-it.
