[Win11 SV2] .Net Framework 3.5 cannot be installed #1350

On Win11 SV2 OS, .Net Framework 3.5 cannot be installed (with internet connecting). It show Error code: 0x80240023. Control Panel > Programs and Features > Turn Windows features on or off > .Net Framework 3.5. Anyone can help for this? DotNetFramework3p5fail.zip

This issue happens on Win11 SV2 only. SV1 is OK to install .NetFramework 3.5.
