Remove temporary fixed for Azure CLI 2.30.0 #76

  1. Remove the temporary fixed which is implemented in https://github.com/microsoft/dstoolkit-mlops-base/pull/51
  2. Update the azureml SDK version to 1.43.0
  3. Add azureml-contrib-services==1.43.0 to the inference enviroment
  4. Use the ubuntu version 20:04
