create sub package utils and models #55

Created two sub package utils and models, only keep clients and builders in the root package as suggested by azure sdk review.

yeah, when I made the changes I found many modifiers need to be changed to public, since they are not in same package any more. I will reply to Jonathan on this one for his suggestions.
