This PR replaces Karma, Mocha, and Chai in @microsoft/fast-web-utilities with Playwright.

It appears that this package has some outdated methods which could probably be updated, removed, or replaced.

Closing this issue as we are no longer supporting this package, this is part of ongoing work to re-align the project, see #6954.
