Description

changes to below namespaces for user story 100880 Microsoft.Health.Fhir.Api.Features.Binders Microsoft.Health.Fhir.Api.Features.Routing

user story AB#100880

ran unit tests.

Update the title of the PR to be succinct and less than 65 characters
Add a milestone to the PR for the sprint that it is merged (i.e. add S47)
