[Hubs] Document where to get the billing account ID #967

⚠️ Problem

FinOps hubs configure scope documentation does not include details about where to get IDs that are referenced in the setup steps (e.g., billing account ID).

🛠️ Solution

Copy the steps that are in the "Setup" instructions in Power BI into the configure scopes doc.
