Get onto NPM #25

Now that this is a standalone project with a CLI, I should get it onto NPM.

Looks like this package should be in the @fluentui/... scope and not the @microsoft/... scope.

Completed with this commit. Now live on NPM as @fluentui/token-pipeline.
