According to @andrefcdias, there is no Card spec available atm. This must be done before releasing Card
as final

This is an issue to track the manual a11y review for card before RC. Not all of the items in the checklist need to be done by the same person, I'd generally suggest that whoever is assigned this does a pass that includes only the items they are comfortable with or have time for, then hand it off for any remaining items.
